The recognition of cultural rights as human rights has been difficult to achieve. Only recently have temporary relocation programmes and networks for artists at risk developed in Latin America. What conditions must partnerships between cultural institutions and human rights organisations fulfil in order to protect artists at risk and promote their artistic freedom? What is the role of the respective perspectives, approaches and priorities? Where are possible synergies for joint strategies? And how can we avoid artists having to label themselves as "human rights defenders" in order to be recognised as worthy of protection? The study is accompanied by a summary document.
El reconocimiento de los derechos culturales como derechos humanos ha sido difícil de conseguir. Sólo recientemente se han desarrollado en América Latina programas de reasentamiento temporal y redes para artistas en situación de riesgo. ¿Qué condiciones deben cumplir las asociaciones entre instituciones culturales y organizaciones de derechos humanos para proteger a los artistas en situación de riesgo y promover su libertad artística? ¿Qué papel desempeñan las respectivas perspectivas, conceptos y puntos focales? ¿Dónde están las posibles sinergias para estrategias conjuntas? ¿Y cómo evitar que los artistas tengan que etiquetarse como "defensores de los derechos humanos" para ser reconocidos como merecedores de protección?
